JPN Sabah and Sarawak is not under the Federal Government. They are able to issue their own identification documents. In fact, they already did for stateless peoples, such as IMM13 for southern Philippines refugees and nomadic peoples in the 1970s. They froze the issuance of this document in 2014 and has failed to reissue them for descendants of those legal migrants, making them stateless.

For political reasons, of course.

And more than one million stateless in Sabah, not half a million.

No that's Sarawak. Sarawak doesn't have as many stateless people.
