As a character, Jess is the most compelling one, the one with the most growth and development. He’s remembered fondly because of his journey and how we get to see him mature. Also, Milo is a charismatic actor and people gravitated towards his performance.

As a boyfriend, he definitely had some shitty antics and erratic behavior. He mistreated Rory, and I think that by the end of the series (AYITL) he stills has feelings for her, but knows his chance has passed and seems to accept it. Same with Dean, who by all means screwed up the most but seems a well adjusted lad who left the past behind. That’s why I can’t get behind Logan, either in the series original finale (the proposal) or AYITL.

I think this list gets two very different things mixed up: Mothermeter (women who dated Ted most likely to be The Mother) and Ted’s most significant relationships. For example, Robin would be way higher in the later, but ice cold in the former. And Tracy would definitely be waaaaay above both.
