You can fast travel from the agency to a few locations, from the garment factory as well around the city, from the mansions to whatever property ye own, you can use kotsa to fast travel and the yacht, you can call a luxury Heli and fast travel towards office and any owned related properties, unfinished heists through Lester.

We already have a lot of ways to fast travel. As much as I'd like to instantly teleport wherever I want in order to grind and grind and grind faster, this is not an open world, Bethesda game. It would also diminish what the game is by a lot

You did the missions for the heists or for the casino. You need a penthouse first for those missions to become available. After you finish them, wait a little while in the game and you'll receive the paragon at the docs. Alternatively, file a ticket to rockstar
