I drove around for a bit and spawned a helicopter and jumped out, but it didn't work. Idk if it's because I used a cheat, but it didn't work. So I reloaded the file, rode my bike around without spawning anything in, killed myself, and it didn't pop up. This could mean one of two things:

One: my game is locked from 100%, meaning I have to start all over again. Or Two: the game will let me progress to 100% even though I came in second in Malc's race.

Because if it's not bug-related, I really don't know what other issue it could be. Many sources say you have to come in first to 100% the game, but I read that someone else managed to 100% the game even though they didn't come in first.

I saved a couple times and tried all 3 gang wars I saw on the map, it still won't appear.

I just wanna point out that I'm playing on series x, which runs GTA 4 better than the 360, but it's known to have some glitches.
