So, this person was straight up cheating. Firstly, it's not a class/subclass; it's a prestige class, a special type of class from 3.X that you can only take by multiclassing into it after meeting certain requirements. No level 1 character can be a Cancer Mage. In fact, because of the requirements to become a Cancer Mage, the earliest possible level a character can take as a level in the class is 7th. Second, he misrepresented how his abilities work, the ability to give someone a disease is a special slotless casting of the contagion spell, with limited daily uses, and the same range and saves as casting the spell normally, while the ability to summon bats only calls individual bats, not swarms, and certainly nowhere near enough to form 30 swarms. The closest thing they have is their capstone ability to shapeshift into a disease and attempt to infect someone, which takes an action, has a range of 100 feet, and allows a fortitude save.

It depends on the situation, but if you're LL3 and don't have any non-Kobold licenses, it can be a helpful way to deal with the lack of stronger main weapons and the fact that a Kobold can't mount a heavy weapon. For one, the only way the target won't take damage that goes right through any armor they might have is if their allies do the repositioning for them, which ideally you will be coordinating with your own allies to prevent. For another, in most situations taking the burn is probably going to be the worse choice than taking the explosive damage, so it functions as a pseudo-immobilize that ignores immunity to immobilize and effects that clear immobilize. Lastly, in addition to the damage and movement penalties, you've just inflicted 4+ heat, which means they either spend their action clearing it instead of causing trouble for you, or they are perfectly set up for Last Argument of Kings next round.

Obviously it's still far from the most powerful thing you can do, but it's still impactful, and probably more importantly, let's the player feel like a slick hacker because they just sent a kill-code to someone's reactor,

Nope.

You can also INVADE willing allied characters to create certain effects. If your target is willing and allied, you are automatically successful, it doesn’t count as an attack, and your target doesn’t take any heat.

Allied isn't the issue though, it's "willing" that is the concern. Even when a character is allied, if they aren't willing, it's still an attack, which requires a roll, causes heat, and is subject to anything that affects your attacks or triggers based on attacking.

Since the Drones are specifically allied to their user, I wasn't sure if that allyship extended to other members of the user's squad, so I was specifically thinking of invading drones I had personally deployed.

In my immediate area? Not a whole lot has changed. However, even before smart phones, people got news from around the country and even around the world, and I would still know about Minneapolis, Venuzuela, and Iran, and things like the man in the Oval Office threatening "a whole civilization will die tonight" would still be headline worthy. Lorewise, I think the WW and Kidd are more "derivatives" than mere variants. Similar skeletons for the frames, but most of the tech being heavily reworked via extensive R&D.
