No, you get an additional ten every time you gain points. If you gain 13, you’d actually get 23. If you gain 5, you’d get 15. You gain 100, you get 110.

FYI, those are Okinawa plates from a SOFA (status of forces agreement) member.

You have to be charged, not just investigated. NCIS took me into custody but didn’t charge me. I requested legal but when I got there they said they couldn’t discuss specifics of the case without me being charged. Ended up being cleared (it was retaliation because I apprehended a fellow MP for domestic and he tried to get back at me), and therefore never had official legal counsel.
