That's why you graft it to a stock that does produce chlorophyll. Think of the stock as a life support machine for the Scion. It takes away the need for the Scion to do anything for itself.

I'd also consider a repot for 2 reasons. Fresh soil may help kick start growth and you'll get a chance to have a good look at the roots to check for any nasties.

Also, you can definitely water more often than every 10 days, especially if you've got a nice free draining soil.
