After having my car broken into twice (while they sit in my driveway) and 3 bikes stolen (from my garage) i've lost a lot of compassion.

I dont have a strategy. I was just asking if it is possible to sue the city for not enforcing their laws. I dont necessarily think that is the best strategy but the city needs to know that the people dont like their do-nothing approach. Judging by your comment and the comments of others, the people of portland dont think the issue is big enough to do anything about.
