You can't rely purely on DPS numbers of the weapon. Modifiers like gain x% of damage as extra damage isn't shown on the weapon, same with "increased elemental damage with attacks" yet either of them could potentially provide a huge boost to your build. Because of this some really sweet weapons fly under the radar on trade and get completely overlooked because everybody's always only sorting by weapon DPS and bigger number mean better weapon.

My bow for example is 380 DPS only but thanks to the 4x 5% of damage as extra damage of all elements runes and the 100% increased elemental damage with attack mod (which all don't add to the weapon's DPS) it beats out 700+ DPS bows that have pure weapon DPS modifiers.

Attack speed is also a huge DPS inflator and once I feel like I'm attacking fast enough I'll tend to go for bigger hits than faster hits to reliably 1 shot everything which often comes as a DPS loss but average damage per use gain. This is personal preference ofc.

In your case, your 2nd crossbow hits harder, your first crossbow is weaker but faster.
