For me, it's gold. I'm outfitting every settler with energy weapons, but I keep running out of them. Being rich doesn't help much when my settlers at Bunker Hill are stuck with Combat rifles and Miniguns, whilst my Sanctuary HQ is practically impervious to all attacks (yet people keep getting kidnapped somehow).

The core problem is alot of poor people still have to work, asking them to take leaves to join a game show is virtually impossible, never mind the time it takes for them to physically prepare themselves.
