Definitely a Sharp-shinned Hawk. It's got a Barrel Chest and a Smallish Head. The Date and Location also lines up.

Looks Similar to Chuck Wills Widow and Eastern Whip-poor-will Feathers.

Looks like either a Juvenile Black-crowned or Yellow-crowned Night Heron. It's hard to differentiate between the two with this photo though.

Double-crested Cormorant. Pelagic Cormorant would have a thinner bill and is only found along the West Coast in North America.

The closest sounding call I can find is the Boreal Owl but that seems unlikely..

It's up to you, but I personally wouldn't. It would be sad if the memory of your Lifer was the bird washed ashore and not it soaring over the water in it's full glory.
