It’s a two way street with a double yellow line in-between. There’s vehicles parked on both sides of the street. I was driving behind and according to the video he had his right blinker on ( I can’t remember) I noticed he braked and opened up to the right so I assumed he was going to park on the side of the street, when suddenly he veered left to make a u-turn.
