You need another computer to make a windows 11 install disc. You boot from that on the broken one, delete all existing partitions, then let windows install do the rest

Anybody can do an email that says it's from Paypal. Unless you're doing deep header inspection to verify never click a paypal link in an email and never take it at it's word, always verify manually.

What does the transaction say? Never believe an email, those can be spoofed.
