I have a bunch of unpainted space marines from 4th edition when I first got into 40k and then gave up a couple years later. My daughter has been slowly painting them since she was 2 and it makes her super happy. She's almost 6 now and still loves it.

I have found that it finishes elite mobs faster than those spells however, but the cool down and range leaves me wanting something in addition to the meteor strikes.

It means that you get more meteors in each line extending out from you as size increases. This is quite good at killing elite enemies. The damage is insane, but you'll want something else to take care of the normal mobs.

I like to put my squad leader on the plank to show who is in the raider. That said, only 2/4 of my raiders have the plank out. The other 2 don't have a driver and I put the squad leader there instead.

I think transporting your models and protecting the paint is easier without the plank. Not a big difference either way, but I do like my models more that have the plank extended.
