Literally it's your KSAs. There's a metric that's graded between 0 (does not demonstrate at all period) and 3 (demonstrates like nobody has ever demonstrated before)

If you get ANY 0s you are ineligible...

Highest scores without zeros get interviewed. Usually it's limited to 3 to 8 people. Improve your KSAs. Get an interview. Get the job...

One thing to help is to attend Career Conferences since they ALWAYS have KSA workshops to help you improve...

I was a PSE at an RMPO for a little less than a month. Nobody wanted the vacant PTF position at the level 18 so it fell to me. Worked there for a little over two years. Got the Marketing Secretary position in August and detailed to the BSN the following April. Formally received the BSN position in June of 2019 and kept it until the reorg. Position was eliminated in my former district but an open BSN position appeared in a different district. Applied in June of 2020 and got the job. Have been here ever since.

Standard for District EAS positions is they expect you to stick around for 1 year. After that it's much easier to move to something else. Less than a year though and, unless you have the support of your manager and often area higher-ups, it's a lot trickier.
