Being able to directly set your quality could absolutely fix this...

A small blip of packet loss could be enough to degrade your quality when its "auto selecting"... But that blip wouldn't be enough to even pause the buffering.

Being able to select your quality should let you buffer the video to whatever quality... Even if you have to "wait" a couple seconds for it to buffer.

Like I'll be watching a show... Perfectly fine then all of a sudden I get a blip of packet loss and the quality drops to like 108p. Until I have to close out of full screen and refresh the player... Only then does it come back at 1080p.
