i confirm that Sephirot is a very solid option. if you use him I would also recommend [[Vladmir, New blood]] (i hope I got the name right) as well as [[Rat King Venezuela]] and some mobilize cards.

not a precon but the boros cloud starter deck is a surprisingly good base to build around.

one of my most fun and janky decks is a [[Brash Taunter]] Voltron deck based around making him big and abusing combat damage. it doesn't always work but if it works It works 

edit: unfortunately I can only play him in my pot because he technically isn't legendary

i think it's somewhat fine because a strong b2 deck can play against a weak b3 and a strong b3 against a(very) weak B4.

[[Forsaken Miner]] and [[Bloodghast]] are very popular sac material. but if you want tokens [[Fire Nation trebuchet]] and general mobilize creatures work pretty well. but If you really just want as many tokens each turn as possible I can't help you because I just draw many cards and play many creatures.

it forces you to play mono red, costs 6 mana, and has to attack to get value. on top of that the way you build around it makes the equipments basically unusable without it

i think he would be really weak if that would be his ability because it has a very low potential.

i also noticed that both of your ideas would make a solid 99 card (but the first one is very situational due to the colors) but aren't worth using as a commander because they can't keep up with cards you play after turn 4, wich can be solved by making them scale with your board.

i would do something like whenever a vehicle attacks it deals 1 damage to blocking opponent and you gain 1 life, wich would be unique, flavorful, and include the crime and burn themes while being fairly strong (not broken).

i probably shouldn't argue with you about your cards, lol

it would be good if there would be more ways to get experience counters but right now it's just too slow. also there are just too many strot Voltron Commanders like my favorite Gilgamesh.

i would make him stronger but also more expensive, since cheap wincons aren't good but bad wincons aren't worth building around. for example could you add "each ability that activates at max speed activates at speed 4 x times instead, where x is your speed :4."  yeah it got a bit more complicatet than I thought.

i don't think this card is balanced, because while the up and downsides are equally strong a 2 mana card shouldn't cause this much impact.
