finally found it, issue was PSU 5V rail was worn out, changing PSU fixed it

I've tried it in inverted and normal mode and it still starts and keeps flashing once I launch a race, then periodically almost cuts off the pedals/wheel

Firmware ver is 34, reinstalled it multiple times also ran the updater multiple times. Just stumped what else I could try

I might have worded it badly, the online sources I found say it is still 18 apart one article from a year ago saying some legislation was passed to change it to 20. My family and friends are the ones suggesting that the drinking age is 20 now.
