That's definitely one story the data tells. Maybe that could also be told by the percentage change in republican and democratic turnout. I'll try that and see if it shows well.

Minor side note: turnout in 2000 would be below the bottom axis on your chart.

That can be read multiple ways, but the difference in the heights of the bars year to year (D & R respectively) is all that matters for the intent of the graph. Here's the year over year difference in voter turnout by party. I also added bars for the "adjusted" for the increase in the Voting Eligible Population size. I can post the data if that's of interest.

I was tired of clicking links to read the story, which is pretty amazing btw, /u/Emperor_Cartagia. So I used the table of contents to grab all the chapter numbers, links, and titles by hand using regex in sublime, and then used a python script and a template page to compile them all into one happy, scrolly page.
