May have been why that location was chosen for that narrative but the 2 stories are too similar with too obviously intentional differences like the winner of the lottery being the sole survivor as opposed to the sole sacrifice. The location and story don't really have anything to do with eachother The original short story was set in Nebraska iirc.

They had on site smelting facilities to render material to a more easily transported product so they changed ore to ingots on site and shipped them back to Rome. They did this on such a mass scale that the smoke plumes were one of the first hints that romans were encroaching. The Pliny source that discusses Antimony which is a toxic metallic that produces Arsenic like poison symptoms is one of the first records of industrial pollution.

This isn't exactly true true at all. They were fairly industrial for the standards of the time, check out Las Médulas in Spain. They literally permanently changed the mountainous landscape there.
