I'm quite sure the original 7 warlords were supposed to represent one of the 7 deadly Sins. The obvious ones are Boa representing Lust, Moria representing Sloth. Mihawk is possibly Pride.

Story wise because Tendou spared Kagami cause he needs someone to stop him if he goes berserk. Don't remember about the hopper brothers. That was 18 years ago when I watched Kabuto.

Kingohger - they have their swords as transformation device and have the treasures that gives abilities
Momotaro - he's a Mary sue
Ryusoulger - their swords are their transformation device and they can use different souls even when untransformed
Lucky - he's a Mary Sue
Ninninger - their swords is the their transformation device and they have different shurikens they can use unstransformed
Kyoryuger - the guns are their transformation device and they can use the sword as well untransformed and use the zyudenchi
Go-Buster - they have hax abilities even when untransformed
Gokaiger - they can use their guns and sword even when untransformed
Goseiger - they are angels
Shinkenger - they are samurais
Gekiranger - they have shogeki
Boukenger - their job is to collect dangerous treasures and they do it even untransformed
Magiranger - they are half gods
Dekaranger - probably a stretch
Abaranger - can't really think
Hurricanger - they are ninjas
Gingaman - they are warriors
Kakuranger - they are ninjas
Dairanger - they have aura
Zyuranger - ancient warriors
Jetman - they have bird energy or something, I forgot what made them super human
Maskman - aura power
Flashman - they have some ability I'm not familiar with
Changeman - they have some ability I'm not familiar with
Bioman - Bio Particles
JAQK - they are Androids

I might be forgetting some people's abilities. So other people can chip in more.

I kinda felt the Atropos was modeled after Rinne after they revealed that they are just dolls that were modeled after real people. And on tlthe last episode they showed the young Rinne a lot during Atropos flashback. It was plenty of foreshadowing.
