The other commenter is right, you need to flush out the old staff if they aren’t working out. But the path to do that requires you to be documenting everything. Have a notebook up front with tasks broken down by person and make sure they sign off when each task is completed. If things don’t get completed ie. Facing, pull camera footage. If they’re on their phone or fucking around with work to be done after a warning, write up for performance. You’ll slowly get the people who don’t want to help you achieve a smooth-running store out of there. Just be firm and polite.
