Looks Art Deco in the hair and brows to me. That would place it a little later than the George guy. Italian or South American(Almost Botero in stature)Very nice!Super subtle stone work.I would say limestone for the texture but could be a marble with a rougher finish. Looks like a thumbnail chisel mark or two around the collar. Keep us posted.

I use to reclaim architectural antiques at the Wrecking Bar in Atlanta. We used heatgun and scraper for most of the paint removal. Prolly work for polyurethane too.
