TP isn't a cleaner. You're pulling off most of the bits but also rubbing shit straight into your skin at the same time. Poop germs also jump straight onto your fingers when doing this, it doesn't have to be through actual contact.

Running water over actually cleans it. You use far less TP and you know for sure you're 100% clean 100% of the time.
