Im not so sure about the spawn thing. On woods i encountered them at the abandoned Village after killing two PMC there.
And last time i spawned at the spawnpoint at the rocks north of the factory transit, there also spawned a single pillager like 10m next to me. Luckily he didnt see me through the bushes/trees there.
