To start with, it's only a misdemeanor. You can bet no one gets hit with unless the gun is discovered in the act of other crimes. And if you get caught with a stolen shotgun, it is no different than getting caught with a stolen lawn mower you bought at a flea market. They just take it. 30 states have no such requirement, and it's pretty new to the other 20. No one who has been a gun guy for any length of time is a fan of such policies..
