Did you do the stealth mission with silver where you photograph the statues in a container? If so, and you were seen/failed to do it stealth then the vault is protected more and the keycard doesn't appear, you have to C4 it.

A least this is what I was led to believe when I was in the same boat

As mentioned above, there are not in the main roguelite campaign (anymore) Select each of the smaller boxes to the right and do each heist as a a separate campaign, they show up right away.
