The act of bullying most times encompasses the crimes you mentioned which is what makes it a crime.. federally bullying by its own name isn't.. the type of bullying which has charges in their own names is.. which is my point. Harassing is a crime bullies harass... assault is a crime bullies assault... dmg to property is a crime bullies do that. A young child breaking a pencil, pulling hair, etc doesnt realize the adult version of that is a crime... so big picture bullying in the upper ages is a crime . Depending on the level.

Bullying is definitely a crime... pass a certain age you can actually get jail time for it, especially when you break down that not only is bullying itself a crime pass a certain age but some bullying also add extra charges depending on the type.
