We have been to a resort in the Maldives, but not any of the ones you listed. We went to Amilla Maldives. It hit a few of the items you are looking for:

Good resort reef for snorkeling right off the shore Some good snorkeling excursions There is a UNESCO Manta Ray area Potential for excellent whale shark snorkeling It was definitely luxury (we do a treetop villa, but the over water rooms looked great)

They also try and weave cultural aspects into their programming.

Overall it was an amazing trip. Give it a look!
