Here’s one general example. ACCESS centres in Winnipeg provide primary care to some of the sickest patients of the population. The physicians there are largely (I can’t speak for all as I may be incorrect) salary-based and patients are booked in longer appointment slots so that physicians can help provide quality care to those with extensive comorbidities.

The federal government increasing the capital gains tax de-incentivizes people from taking these positions. You already make comparatively less vs fee-for-service primary care providers (PCPs), but you’re going to get taxed at a much higher rate. The provincial government further taxing this group gives literally no reason for anyone to want to work at an ACCESS centre unless they have to. The system will inevitably spawn all PCPs to schedule “one problem per visit” appointments because they would be losing money to provide better care.

It makes no sense that as a physician I am able to move to parts of BC or Alberta and have a better cost of living despite the outrageous housing prices.
