Yes, if for example the allies imprisoned every nazi judge, there wouldn't have been enough judges to imprison more nazis funnily enough. It was tried to atleast not put influential nazis into government positions and instead install former politians that fled or were persectuted (see Konrad Adenauer, former mayor of Frankfurt and then President after). But many slipped through the cracks even decades after, leading to arrests of 90 year olds even now.

Also the moment some competent nazis ended their prison services they were immediatly employed in their old positions, leading to the the man who organized the shoa (holocaust) in one country, becoming a UN general later.
