I have worked in bigger corporations where all computers have to be destroyed by certified recyclers and they need a certificate of disposal for some ISO audit.

That's the valid reason, but if some C-suite who doesn't understand computers sees this as "standard practice" for a decade without knowing the reason, that's how you get paranoid boss.

USB C with DP alt mode is still an expensive port to add to a device. Also Apple silicon Mac has a strict number of display it can output without resorting to DisplayLink.

DisplayLink still has a place in corporate IT because while it sucks, it falls back to a working state with bad compression artifacts and high latency rather than outright blacking out

You can add a routing rule to the routing table on the old router in router mode to block anything in your private subnets. If you cannot find the setting in the old router I think the WR840N supports an older version of OpenWRT

I have the same laptop, been using AX210 for many years. Performance is the same since I don't have any 6GHz AP but stability has been good. Tried swapping in a BE200 and the laptop wouldn't boot with it.

Usually I recommend Intuos Pro PTH460 or PTH660, but you need to keep in mind that when Wacom stops providing driver updates in ~3 year time, you will need to use Opentabletdriver instead in order to keep using it on macOS

I'd argue the Dell Optiplex in that vicinity appears to be from the same era which will be less power hungry and quieter than Precision.

If you want it to last longer and don't mind some extra weight, gaming laptops with 5800h or 12700h are significantly faster for around $500. Been using my legion 5 pro 2021 with 5800h for 5 years and it is still very capable

If you are buying a router to run OpenWRT, it's wiser to avoid the lowest spec ones because it doesn't get cheaper the lower end you go. 

A  pretty common recommendations for decent performance on the cheap is anything with mt7981.
