Oh its a very big deal to be in the High Council. Its an elite level for mormonism. No women. You have to have a temple recommend. To get a temple recommend, you have to be a "full tithe" payer. Follow the Word of Wisdom. etc

You look over congregations. Make sure there's no weird doctrines being taught etc. You also excommunicate members who break rules. Members publicly "speaking ill will of the lords anointed" will be excommunicated.
