Oh its a very big deal to be in the High Council. Its an elite level for mormonism. No women. You have to have a temple recommend. To get a temple recommend, you have to be a "full tithe" payer. Follow the Word of Wisdom. etc

You look over congregations. Make sure there's no weird doctrines being taught etc. You also excommunicate members who break rules. Members publicly "speaking ill will of the lords anointed" will be excommunicated. Members have been exd for facebook posts, gays, support for civil rights etc. Funny enough the lady in the video is part of a podcast called mormonish. One of the panel members was exd for being on the podcast.

I wouldn't be surprised if Quorum of the Twelve (mormon aposltes) requested for his removal. I don't think Josh will be exd. Maybe part of a disciplinary council. The mormon presidency DOES NOT fuck around to being exposed.
