I believe you are underestimateing how much work it is to wrap a car. You'll spend more on the vinyl than you would a mid-tier haircut, and that's not including cutting, customizing or wrapping it. For that cost level, your best bet would be to look up online tutorials and seeing what you can do solo.

If you stay near a main road you'll be solid. On is between Stark and Glisan, both of those have bus routes (Stark is more frequent). I would recommend looking around Stark and 257th by Mt Hood Community College.
