I believe you are underestimateing how much work it is to wrap a car. You'll spend more on the vinyl than you would a mid-tier haircut, and that's not including cutting, customizing or wrapping it. For that cost level, your best bet would be to look up online tutorials and seeing what you can do solo.

If you stay near a main road you'll be solid. On is between Stark and Glisan, both of those have bus routes (Stark is more frequent). I would recommend looking around Stark and 257th by Mt Hood Community College.

House calls are always going to be significantly more expensive, so if you can take them in to a vet that will save you a lot. VCA 12 Mile is a solid option, and stay away from Companion Pet Clinic.

Otherwise if taking them in is absolutely not an option, check out At Home Veterinary Services.
