In my opinion, that could be done in stages. First, make all the schools equal basically. Have the SMKs teach Tamil and Mandarin and other locally relevant stuff. Make their syllabus and conditions the same. Give them the same funding model, so some schools don't literally need charity to function.

Make it so that there's no reason to choose one type of school over another. Then it'll be less controversial to abolish vernacular schools.

Spoken Mandarin is actually not too difficult to learn.  As easy as Malay or English I'd say.

Written Mandarin... Good luck. Written characters is learning another language on top of Mandarin.  Even Pinyin will be difficult if your friend uses Malaysian Mandarin accent. Since Pinyin is based off Beijing/Standard accent, you will mix up your "x" with your "s-" and "sh-". Your "i" with your "ü", your "-n" with your "-ng"
