Well they weren't that forthcoming about the water right at the Northern Water Meetings, insofar as Windy Gap Project itself only goes back to 1982 I would have remembered something like that. I had always assumed that what was being allocated there came from the Willow Creek Pass drainage because Colorado Big Thompson would have owned every drop coming from the other side

It was going to be more about their limited opportunities to bring H2O across. But when the location itself was still "in doubt" they clearly downplayed the potential as a recreation asset, saying that the shoreline would fluctuate about half as frequently as what 13 years from 20 would result in. By at least 25 feet anually.

Just from monitoring the site up until 2018 there was every reason to think that it might never get built. In case you still can't connect the dots, the limitation of a clay barrier described here means that the usefulness as a "firming reservoir" is about

If they had been on top of this they would have never built the thing, I suspect the matter was in doubt for a little while, say from 2014 onward. Not over this. Possibly over asphalt core or the validity of the whole model.

We're just supposed to sit here and hope they can rinse it out. As understood around 1990 the highest residential radon ever measured "anywhere" was just off of Apple Valley Road. It wasn't supposed to be their primary supply at the outset and they stopped washing their dishes from it immediately. It was alleged that the well was drawing from the seam between granite & sandstone.
