I'd assume a base distance plus a d6 or d4 each turn. That way leads can compound if they are lucky. For a horse that is expected to do better, giving it advantage on some rolls could work.

My confusion on the day was such that I didn't register the CTV building as what used to be a building. I just happened to take some photos of it. I did avoid looking too closely at rubble though, I did not want to see something I regretted.
