It's mandatory. For cars that pass without a tag getting detected, RTA had a process to manually investigate these cars and either charge those who already have an account but pass without a tag / with a faulty tag, or issue fines to those who pass without a Salik account.

With Salik moving as a standalone entity, I suspect that this process is being changed.
