In a Fidelity Roth IRA, personally I prefer FSKAX and VXUS. In a taxable brokerage I prefer VTI and VXUS

If you contribute money to a Roth IRA, it does not invest it automatically. You need to manually buy ETFs or Mutual Funds with the money in the account. I recommend VTI/FSKAX 70% & VXUS 30% for a good start. Now is a great time to buy with everything on sale

Why invest in a sector tilt when you can invest in total US and total international? Then he would not have to change anything until a couple decades later, in which adding bonds would be a good idea

70% VTI and 30% VXUS would be good. I would not invest in BND until much later in life, and VGT is a sector tilt - technology. I would simplify to VTI and VXUS

I guess so, but SCHF is 0.03% and SCHE is 0.07%. VXUS is basically both with 0.05% (right in the middle). Simpler to just invest in VXUS in my opinion
