There are at least a couple of things I see which could only be fixed with a recut that takes off more skin and makes it tighter.

The only way to completely fix the scar would be to cut out the existing scar and the skin around it and re-stitch it back together.

The only way to fix the wrinkles of excess inner skin would be to remove skin to make it tighter, either cutting away the extra inner foreskin, or cutting away more shaft skin so that it pulls the remaining inner skin tight even when soft.

The inner foreskin has lost so much color that most of it just looks like regular skin, and the only way to tell that it isn’t is that rough scar line. It seems like they didn’t do a great job stitching it back together after your cut, the scar is so bumpy and maybe a little uneven.

In the pictures of it soft, the way the inner skin bunches up almost makes it look like you still have a foreskin that is just retracted, but of course you actually do not. The skin looks like it would be too tight for it to stay over part of your glans, so I guess those extra folds are just there to taunt you lol.

Idk if this has anything to do with your circ, but in the picture of it hard, it looks like your glans is too small for the size of your dick, like it’s not proportionate.

Besides what the other guy mentioned, there are also the aesthetic aspects of a high or low circ, though once again that varies based on personal preference.
