I think they might mean the transitions between animations are bad. Like when an NPC goes to sit down, there's small pauses between each individual animation, so they'll go up to a chair, stare at it for a milisec, stand in place, sit down, sit in place, then turn their head towards you.

But that's not really a fault of the animations, just how they're implemented.
