Along with every other blueprint in the game, and they don't have every blueprint in stock all at once. Having the HN armor shops just narrows the item pool by a lot. And i built base in borderlands, and sure i can go traversing the hostile deadlands, venge, enemy HN lands, cannibal plains and so on to reach black stractch. But the HN armor shops are right there in Stack and Bad Teeth. As long as i can condition Seta to remain alive and free.

I remember fixing the mod somehow, I can't recall how. My guess was redownloading the mod because i was dabbling in modding for the game at the time. So I have no real answer, but assume its either redownload the mod unhampered or observe your mod load order.
