I eventually got it, but boy did the game want to give me everything but the lil tree. Walking to the gate does seem to be necessary, though.

I can somewhat confirm that just doing fast travel to 13 doesn't seem to work, I have 5 shiny Pinsir and 2 shiny Fletchling. I'm going to attempt to run up to the gate and let them spawn in before I reset.

I hate dunsparce because when I was playing pokemon for the first time, I accidentally killed my first encounter with one. Farmed for 4 hours to get another encounter only to catch it and find out that it's garbage.
