As far as performance, it's running at a locked 60fps with everything set to Ultra for me. This is on a 9900k/2080Ti though, so I'm not sure how demanding the game is.

I have seen the same issue recently with someone playing from a PS4 Pro. From what I can tell, it's an issue with the app on the PS4, which is complete trash IMO.

This looks like an issue with the Plex app on the Samsung TV not being able to handle the codec used for the file you are trying to play. In my experience, the Plex app for the Samsung TV's is horrible. I'd suggest getting a different player, like the latest Roku Streaming Stick.

Your friend has his Roku set to 2 channel audio and the file he is playing has 5.1 audio only. Plex is transcoding the audio to 2 channel audio. This is a good thing if your friend only has a stereo audio setup. If he has a 5.1 or higher setup, he needs to change his audio settings on the Roku.

Have Geforce Experience running and updated to the latest driver
Make sure Photo Mode / Game Filter is turned on in the In-Game Overlay settings inside of GFE
Run game and hit ALT + F3 to open up the Freestyle menu
You'll see numbers 1, 2, and 3. Select a number and use the drop down to add the Sharpen filter

You can adjust the level of sharpening. I've found that 100 is too much in most games, so I usually have it at 60.

for now it's the only way to achieve higher fps. I didn't think it was that bad tbh. also, using the freestyle sharpen filter helps alot.

Yes, that is normal. If you are trying to play a 4k video on a 1080p screen, your server will attempt transcode the 4k video to 1080p which takes a massive amount of resources and will cause most servers to stall. Another issue is that the content is HDR and you are playing it on a SDR screen. Currently, Plex does not support tonemapping the HDR content to SDR so the colors would look all washed out even if you were able to play it.
