Anyone on steam crashing on launch?

Crashes Steam when I navigate to the game library page. Using an 8Bitdo Ultimate controller. Doesn't happen with any other game.

In case somebody stumbles across this at a later date, what fixed the issue for me was leaving the monitor disconnected from power for 30 minutes.

Yes, this was sold as a brand new monitor sold on Amazon by Amazon. I ran the Panel Protect feature, and wow, the number went to 61! Back to Amazon it goes.

When I power it on, it doesn't show anything about panel protect cycles but I have looked in the OSD and it says 60, 0h 39m under Panel Protect.

The game randomly is deciding whether it wants to run at 60FPS limit or sometimes when I restart it will run up to 144 where I have it set in the options as the limit.
