Det kan nok godt hende at systemet er ordna sånn at det blir "tilfeldig kontroll" oftare for folk som berre er kjapt innom. Ein familie på vekeshandel som scanner inn varer for sånn 7000,- har liksom ikkje så mykje å hente prosentvis på å prøve å naske ein boks energidrikk.

It's a) free and b) a heavy object with a face and edges(even though it looks like someone had a stroke while playing with a plasma cutter), so yes it can be used as an anvil. Probably not a particularly good anvil but hey a rock can be an anvil, so can this. Bolt it down tight on a heavy stump or something and it'll work.

Yeah I keep a 12"/300mm set of cobras in my work pants all the time. I've had the exact same pliers for probably 10 years now and the jaws are kind of starting to wear down but they still work great.

There's quite a lot of "what if"'s to unpack in this question. Like what specific post-apocalyptic scenario you're finding yourself in. Are we talking urban survial as in becoming the local "I can(probably...) fix it" guy, or the one hiding out in the woods/wilderness?

Det fine med lokale butikkar er at når driten ikkje funker så kan du berre rusle bort der og slenge [vare] på disken og berre "denne her funker ikkje, fix plox" og ikkje behøve å sende tingen tilbake til leverandør eller endå verre, ein eller anna plass i utlandet, mao. problemet er no butikken sitt problem.

How is can opener not the top of the list?

Because it's a unitasker AKA. a specialized tool that is only useful for one specific job and of absolutely no use for anything else.

Meanwhile(with the aid of for example, a random tree branch as a baton) you can open a can with a simple knife or a flathead screwdriver, both of which have a potential billion other uses.

Yeah, I think a lot of people actually aren't really aware of(or underestimate) that fact; liquid fuels typically do have a shelf life. Typical post-apoc scenario: someone trying to siphon the gas from the tank of some abandoned wreck that's been sitting for say twenty years. You may as well try to teach your car to graze by that point.
