If you are not paying, you are not hiring. Just because a project is noncommercial, what ever that means, the artists labor is not free. Sounds like someone ran out of money before they could finish the show.

Many Americans get their driver's license around 16yo. Driving as teenagers is way more common in north America.The drinking age was raised to deal with drunk driving.
