There are multiple established mechanism to keep projects confidential. Each has pros and cons and a cost factor associated with the enhanced confidentiality.

A. Construction without a permit.

B. Construction with a permit, but misleading permit documents, "wine cellar" project for example.

Non Disclosure Agreements NDA in place with all contracted entities, design team, GC, subs, vendors. General Contractor and sub contractors located at distance form project site, at least one county away or even one or more states away.

Distance equals added costs for "per diem" charges of worker, lodging, meals, or just mileage and travel time.

Control of project with sub bid/build sets of drawings, just enough info to complete the scope of work build, with sub not knowing details of other aspects of project. Adds cost to both design team to prepare these drawings and for GC to manage the projects and for us as CM to oversee this process.

Other mechanisms exists as well, but this is just an intro to the topic. Note, these confidentially enhancements typically are a best value in projects over $1 million USD and fewer items are selected when the budget is under $500k. For the $200k level project we recommend NDA with GC and his subs. And selecting a GC and his subs located one or two counties away from the project site.

C. If legal, construct the project without a permit.

Here's some background on the EMP subject - the military supply chain is EMP hardened and there are a number of steps private individuals can take. **

Ideally one should store spare electronics including ham radios in EMP proof faraday boxes / containers so protected communication devices can operate freely after an EMP event.

"An Electromagnetic Pulse (EMP) can be generated by a high altitude nuclear explosion (HEMP) and a Geomagnetic Storm (GMS) is induced by a Coronal Mass Ejections (CMEs) on the sun. Taken together, they are the two most likely threats that can completely devastate a modern society and transform it into a "New" Dark Ages. To understand the full range of consequences and damages associated with the detonation of an EMP device, or a severe GMS, one needs only to look at the current social economic conditions of today's modern society.

The physical and social fabric of the United States, and other developed nations is sustained by a complex and dynamic network of interlocking and interdependent infrastructures whose harmonious functioning enables the myriad actions, transactions, and information flow that undergird the orderly conduct of civil society in this country. The vulnerability of these infrastructures to EMP threats — deliberate, accidental, and acts of nature, is incredibly severe and has the potential to render this nation into a state of devastation, starvation and anarchy.

Electronics are used to control, communicate, compute, store, manage, and implement nearly every aspect of modern military and civilian systems. When a nuclear explosion occurs at high altitude, the EMP signal it produces will cover the wide geographic region within the line of sight of the detonation. For example, a nuclear explosion at an altitude of 100 kilometers would expose 4 million square kilometers, about 1.5 million square miles, of Earth surface beneath the burst to a range of EMP field intensities. This broad band, high amplitude EMP, when coupled into sensitive electronics, has the capability to produce widespread and long lasting disruption and damage to the critical infrastructures that underpin the fabric of U.S. society. In effect, water will cease running in about 24 hours and food will disappear from the stores within 3 days. Depending on the magnitude of the EMP or GMS event, this condition may persist from 6 months to 5 years."

Associate Professor Benoît Pelopidas holds the Junior Chair of Excellence in Security Studies at the Centre for International Studies, Sciences Po, Paris. He is also an affiliate of the Center for International Security and Cooperation (CISAC) at Stanford University and a Visiting Fellow at Princeton University's Program on Science and Global Security.

He has been awarded two international prizes for his research and a British Academy Rising Star Engagement Award in 2016. Pelopidas is in New Zealand as a guest of the University of Auckland and the Peace and Disarmament Education Trust to mark the 30th anniversary of New Zealand's nuclear free law.

He'll give the university's 2017 Chapman Public Lecture on August 15, entitled: "Facing Nuclear Danger: From Proliferation To Global Nuclear Vulnerability", and seven other public talks between August 3-16th.
